Champion hoop Damien Oliver and jumps jockey Paul Hamblin were outed for a month because of their indiscretions.
Jockeys will be alcohol and drug tested before they ride on each day of the carnival.
BUSY: Irish-born jumps jockey John Allen is gearing up for a busy three days.
Allen will mix riding on the flat and over jumps during the carnival.
He has seven rides on the first day and hopes to have six or seven on the last two days.
The Ballarat-based hoop will attempt to win his second Grand Annual in three years when he rides Regina Coeli again for Winslow-raised-turned Caulfield Cup-winning trainer Ciaron Maher.
Another jockey, Jamie Mott, is like Allen.
He will also be riding on the flat and in jumps races.
Mott rides the Robert Smerdon-trained Western Kingdom in the Brierly Steeplechase on Tuesday and has numerous good flat rides on the first day.
FIRST TIME: Top Kiwi jumps jockey Shaun Fannin, 21, has been booked by Patrick Payne to ride Slowpoke Rodriguez in the $300,000 Grand Annual Steeplechase on Thursday.
Fannin, who has ridden 48 winners, won the jumps jockeys premiership in New Zealand last year.
He will have his first jumps ride in Australia at Warrnambool’s famous carnival.
He gave Slowpoke Rodriguez a good look around the tricky Warrnambool circuit on Sunday morning when he schooled the six-year-old over 12 jumps.
