Warrnambool police Sergeant Tom Morris said a 24-year-old woman and 21-year-old man entered the Simpson Street location through a window.
It is understood an alarm was triggered, police immediately responded and one of the offenders was caught on the roof of the building.
The other was located in a car parked nearby.
Both were arrested, taken back to the police station, interviewed and charged with trespass, burglary and theft and released on bail.
They will appear in the Warrnambool Magistrates Court on June 19.
"It was an excellent result and outstanding police work by the officers involved," Sergeant Morris said.
