Cr Neoh said he was feeling unwell before the service, but wanted to go along to the Warrnambool march to “do his duty”.
He was treated by Ambulance Victoria before being taken to hospital.

EARLIER: AN early start and lack of breakfast are believed to be possible factors behind six people collapsing at the Warrnambool Anzac Day dawn service.
Warrnambool police Senior Sergeant Deon Townsend-Booth said of the six people who collapsed that four were taken to hospital for observation and treatment.
"All six should be OK but four required treatment," he said.
"We were prepared for people to collapse, but it did seem a lot," he said.
"Generally it happens to older members of the community, but this year it seemed more of a cross-section with a couple of younger people also involved.
"It was definitely a bit of a surprise," he said.
