Matthew Constantine, 28, of Bochara, north-west of Hamilton, appeared in Warrnambool Magistrates Court on Wednesday and was remanded in custody until April 24.
Hamilton police said Mr Constantine had been charged with 10 offences, including dangerous driving and reckless conduct endangering life.
A Hamilton police divisional van tried to intercept a vehicle at 8.40am Tuesday near the Lonsdale and Thompson streets roundabout.
Officers activated their emergency lights and the driver accelerated away up Pope Street, spinning his tyres and weaving through traffic.
Police immediately terminated the pursuit due to the danger to other road users.
Officers went to Mr Constantine's home at Bochara, about 13 kilometres north-west of Hamilton, at 2.15pm on Tuesday with a search warrant.
Stolen property was located and Mr Constantine was arrested.
In a separate case, Warrnambool police are seeking information after a sedan was seen hoon driving in the city centre on Monday night.
Senior Constable Paul McGovern said a red Holden Commodore did burnouts at the intersection of Liebig and Lava streets about 9.30pm.
"The same vehicle was also seen doing burnouts in the KFC car park," he said.
"We have received a lot of information from members of the public but are seeking more. Anyone with information is requested to contact the Warrnambool police station or Crime Stoppers on 1800 333 000.”
