Sergeant Chris Moloney of Warrnambool police said about three to four litres of oil was poured on the pedestrian crossing near the toilet block on Viaduct Road and hoon drivers spun their wheels in the lubricant to create smoke while dozens of other drivers watched.
He said between 40-50 vehicles had gathered along Viaduct Road about 11.30pm on Friday night when police were alerted to the commotion.
“This was a concentrated gathering of our hoons,” he said.
Sergeant Moloney said police issued a number of penalty notices for offences and a defect notice had been issued for one vehicle.
A person was also to be interviewed by police about allegedly putting oil on Viaduct Road, he said.
The CFA was called out to wash the oil from Viaduct Road, Sergeant Moloney said.
He said anyone with information about the hoon event should contact First Constable Aaron Toulmin at Warrnambool police.
