Brett Raymond O'Neill, 37, previously of Tait Street, pleaded guilty in the Warrnambool Magistrates Court to 28 charges including seven counts of driving while unlicensed.
When pulled over by police he was often aggressive and abusive.
O'Neill has a large number of prior court appearances including four for driving while disqualified, for which he was jailed in 2015.
He was also a long-time heroin addict who has more recently been using ice and he also has significant health issues.
O'Neill said he had a Western Australian licence but needed to provide a new photo.
Magistrate Cynthia Toose said O'Neill had been flaunting driving without a licence and every local police officer knew he was unlicensed.
She said she was drawing a line in the sand for O'Neill by imposing a six-month jail sentence, $1200 fine and a further ban from driving.
O'Neill has already served 145 days in custody which will be taken off his sentence.
The magistrate warned him not to go back to using ice after he was released from jail in just over a month.
"The community expectations is that people will be imprisoned for these sort of offences," she said.
Ms Toose said breaching intervention order charges related to O'Neill "going off his head".
She said she was not sure why the message about unlicensed driving, driving while suspended or driving while disqualified was not filtering through to motorists.
"You simply can't drive," she told O'Neill.
