Warrnambool police Sergeant James Van Engelen said an accident happened about 5.30am Thursday along Selby Road in east Warrnambool.
He said a 25-year-old learner driver lost control of his 1998 Holden Commodore on the wet road, crossed a nature strip and crashed into a brick front fence.
The collision caused extensive damage to the vehicle and the brickwork.
Sergeant James Van Engelen said the learner driver then left the scene of the accident but returned after police arrived.
He later recorded an alcohol reading of .108.
There was an experienced driver in the car but it is suspected that person was also under the influence of alcohol.
Police investigations are continuing.
Sergeant James Van Engelen said it was likely the learner driver would be charged on summons with drink driving, leaving the scene of the accident and careless driving.
He will appear in the Warrnambool Magistrates Court on a date to be fixed.
