Colac police Sergeant John Digby said officers were called at 4.15pm on Monday after the driver threatened a resident in Taylor Court.
"A 23-year-old man was in the court doing burnouts when he was told by a resident to leave," he said.
"He then produced the homemade metal handgun and threatened to kill the resident. The pistol was not loaded. He was held by the male victim until police arrived."
The offender was arrested and charged with making threats to kill and possessing the pistol.
The 23-year-old man was remanded in custody by a bail justice overnight Monday and will appear in the Geelong Magistrates Court on Tuesday for a bail/remand hearing.
