The clay target shooter, who is aiming for Commonwealth Games selection next year, collected women’s trap gold at the International Shooting Sport Federation in India.
Smith, 21, defied her world ranking of 51 to defeat ninth-ranked Italian Jessica Rossi.
She hit 40 of 50 targets in the final – two better than her highly-rated opponent.
Finland’s Mopsi Veromaa was a further 11 shots back.
”It felt amazing when I shot the last target and all I could I think about was I did it for Gran,” Smith told Shooting Australia after her win in New Delhi.
“It’s the happiest moment of my sporting career and my greatest achievement to date.
“Thanks to my personal coach Greg Chan and new Australian team coach Adam Vella."
Shooting Australia chief executive Damien Marangon said Smith showed poise under pressure.
“This is a brilliant performance from Penny,” he said.
“To make her first world cup final was great, but to go on and win it is fantastic.
“Penny has just demonstrated her talent and skill and highlights the wonderful depth we have in this event.”
Smith, a former Kolora-Noorat netballer and swimming pool lifeguard, is striving to make the Australian team for the Commonwealth Games.
She will attend five trial shoots in a bid to make the squad for the Gold Coast-based competition.
