The goal-kicking midfielder has experience through the Hampden and Ballarat leagues, and also played Gaelic football during a stint in Ireland.
Power coach Danny Finn said the former interleague player would bring plenty on and off the field.
“First and foremost he’s a quality person, that’s the number-one thing,” Finn said.
“He’ll move through that midfield/forward role. He will hit the scoreboard and can play inside and outside.
“He’s a really dangerous guy for the opposition … he’s not just a plodder, he can really explode around the stoppages.”
After dropping out of last year’s finals in straight sets, the Power identified a need to boost their midfield, primarily by bringing in some more goal-kicking midfielders, and leadership stocks.
“Everyone we’ve been able to include (this pre-season) brings some on-field leadership and direction,” Finn said.
Harkin will join his brother, assistant coach Matt, at the club, along with good mates Jason Moloney and Ben Walsh, who have also joined the Power this season.
Kolora-Noorat has also welcomed back Ryan Robbins, who played a season with Power’s under 17.5 side in 2015. Last year, he won an under 18.5 premiership with Cobden.
