Reginald Titford was a prominent coxswain of the Warrnambool Rowing Club and a local apprentice.
He was the most decorated rowing club member who served in the First and Second world wars.
Warrnambool City Council will launch a community consultation phase before the reserve and road are officially named.
Works to raise the height of the floor at the club have also been completed, allowing boats to be stored on the lower racks.
Previously they were left empty as flooding damaged the boats.
