Detective Sergeant Chris Asenjo, of the Warrnambool police crime investigation unit, said the woman was arrested, interviewed and charged in relation to thefts at Panmure and possession of stolen items.
She was released on strict bail conditions to appear in the Warrnambool Magistrates Court during late March.
Some charges relate to thefts of personal items at Panmure overnight on January 9 from people camping near the Mount Emu Creek.
The woman is also alleged to have been found in possession of stolen items, some from a crime in Camperdown on December 29.
Other items include stolen cheques, goods stolen from Panmure and some mobile phones and accessories obtained fraudulently in Camperdown on January 9.
Detective Sergeant Asenjo said inquiries were continuing into other offences committed in the Corangamite area.
