So far, 270 people have lost their lives on Victorian roads this year. At the same time last year, the road toll was 234.

Four people have died on Victorian roads since Friday, when a motorcyclist was struck by a car near the entry to the Eastern Freeway in Nunawading.

Also on Friday, a 34-year-old man was killed when he lost control of his car at Boisdale, near Sale.

On Saturday, chef Pat Weerasinghe​, 28, died after his Nissan flipped, smashed into a power pole and burst into flames at 1am on Saturday, in Pascoe Vale.

Police believe he had been racing against another motorist when he lost control of his car.

Late on Saturday night, 21-year-old Dylan Mangion died after he lost control of the vehicle and his car flipped in Kurunjang, near Melton.

Investigators believe Mr Mangion was speeding before the crash.

Premier Daniel Andrews said his thoughts and prayers were with the families of the men killed in the crashes.

"This is one of the busiest, and sadly one of the most dangerous periods each and every year," he said.

"But ultimately, you know, you can change the laws, you can provide campaigns ... but ultimately so much of this tragedy can be avoided if people drive and ride to their ability, stay off the grog, and for heaven's sake don't be on drugs and be driving," he said.

"This is a very simple message. Slow down and be smart about the choices you make."

Chief Commissioner Graham Ashton said police had smashed an organised street racing ring earlier this year, but there were still isolated cases of motorists doing "stupid" things.

"We will still get pockets of that occurring," he said. "[It is] really just high-risk behaviour, really stupid behaviour and it's resulted in the loss of a young life and a family that are feeling the tragedy."

Friends remembered Mr Weerasinghe as a talented cook, committed bodybuilder and mentor to colleagues and friends.

It's understood he was driving home from work and was just one kilometre from home.

Mr Weerasinghe was a well-regarded chef at Ms Collins, the venue formerly known as Silk Road.

April Sakellaridis paid tribute to Mr Weerasinghe on Facebook, saying she and other colleagues had been phoned to let them know of his death.

"There are some things in life that we cannot predict or control," she said.

"And unfortunately death is one of those things we have no say in ... It's going to be very strange not to see you in there making amazing food and mentoring the other chefs."

Another friend, Muhammad Arslan Khan, told Fairfax he was shocked at the way Mr Weerasinghe had died.

"He used to love cars, but he was never into racing," he said. "He was just a really nice guy, he was a safety-first guy. I'm very shocked."

Friends also took to Facebook on Sunday to post tributes to Mr Mangion and condolences to his family.

"Rip brother i will see you another day in heaven don't have too much fun without us," Tom Mumford wrote.

"Rest in peace Dylan, taken way to young... My heart goes out to the Mangion family at this devastating time," posted Britteny Cooke.
