The year 10 Brauer College student won the Rosemary Kelson award after competing in drama, debating and public speaking sections.
Warrnambool Eisteddfod president Daffyd Wiesner-Ellix said the award was for the most outstanding participant.
The award was sponsored by Warrnambool Rotary clubs.
“Rosemary Kelson was a life member of the Warrnambool Eisteddfod,” he said.
“She was involved for more than 20 years. To win the award is one out of 10,000.”
Monique, 16, said she was delighted and surprised to take out the top prize. “It is very special,” she said.
