He says the road is unsafe and unsustainable and the damaged intersection will cause a crash.
“It’s only a matter of time before someone gets hurt or killed,” Mr Carter said.
“And it will happen. Everyone is upset about it.”
He started the petition after listening to the concerns of the community while doing his morning rounds as a postie.
He plans to send it to Warrnambool City Council, South West Coast MP Roma Britnell and VicRoads.
“The intersection has not been well maintained for a long period of time and is now unsafe due to excessive use,” Mr Carter said.
“Over the past few years, I have become increasingly aware that the condition of the road at the intersection has become progressively worse and is now at the point of being unsafe.”
The bridge on Ziegeler Parade is closed to traffic due to the recent flooding of the Hopkins River.
“This closure has increased traffic at the Garabaldi Lane intersection, causing further erosion,” Mr Carter said.
The bridge is scheduled for renewal this financial year and scoping work for the project is underway.
The council allocated $1.2 million to renew the bridge in its budget for 2016-17.
He would like to see a speed reduction from Grauers Road to the Hopkins River bridge while the intersection remains damaged.
The Allansford resident of 17 years said more than 450 local residents had signed the petition.
VicRoads regional director Mark Koliba said Garabaldi Lane was a local, Warrnambool City Council-managed road, while VicRoads managed the Princes Highway.
“VicRoads has a proposal to resurface the intersection, however, it is yet to be approved for funding,” Mr Koliba said.
He said maintenance crews were working “around the clock” to repair road damage after recent above average rain.
