With no candidate reaching the required quota of 2517 votes on #1 preferences alone, the distribution of preferences from excluded candidates was the deciding factor.
Interestingly, the flow of preferences resulted in the seven candidates with the most #1s being elected – in order, they were Michael Neoh, Kylie Gaston, Sue Cassidy, Peter Hulin, Tony Herbert, David Owen, and Robert Anderson.
By comparison, in Moyne Shire only five of the candidates with the most #1s made it into the final seven.
The process of exclusions and elections at Warrnambool proceeded as followed:
*NOTE: Number of votes at point of exclusion includes redistribution of surplus votes from other candidates.
After the redistribution of preferences from excluded candidates and the surplus of votes from elected candidates, the same seven candidates with the most #1 votes were elected.
However the order in which they were elected changed slightly – in order of reaching the quota they were Michael Neoh, Kylie Gaston, Sue Cassidy, David Owen, Peter Hulin, Tony Herbert and Robert Anderson. David Owen moved up the list while Peter Hulin and Tony Herbert moved down.
Brian Kelson was the unlucky “eighth” candidate, missing out on a seat at the council table by the equivalent of 383 votes.
