Cr Jacinta Ermacora received 12.2 per cent of the primary votes counted.
WARRNAMBOOL mayor Jacinta Ermacora was first over the line in the city council election, recording 14.3 per cent of the primary vote while Jennifer Lowe and John Harris missed out on another term.
Cr Ermacora, on 2824 votes, out-polled Cr Michael Neoh with 2413 votes or 12.2 per cent of the total counted.
Preliminary figures showed Peter Hulin with 2250 (11.4%), Brian Kelson 1933 (9.8%), Peter Sycopoulis 1815 (9.2%) and Rob Askew 1793 (9%) were also successful.
Kylie Gaston 1210 (6.1%) was expected to be the last councillor elected, narrowly defeating sitting councillor Jennifer Lowe 1301 (6.6%) on preferences.
Graham Ryan 1470 (7.4%), Adrian Jacobs 1154 (5.8%), sitting councillor John Harris 878 (4.9%) and Percy Eccles 641 (3.2%) also missed out.
