There are 16 new faces in south-west council's expected to be official declared today.
SIXTEEN new faces will join council ranks across the south-west for the next four years.
Voters used their preferences to discard seven incumbent councillors, including Warrnambool's Jennifer Lowe and John Harris, who failed in their attempts for a second term.
The city will welcome new councillors Brian Kelson, Peter Sycopoulis and Kylie Gaston when the poll is officially declared this evening.
Mayor Jacinta Ermacora, who securted top spot on the ballot paper, convincingly topped the poll with 14.3 per cent of the primary vote.
Other incumbents Cr Michael Neoh and Cr Peter Hulin also polled well and will be joined by Cr Rob Askew to make up the seven-seat council following an election campaign plagued with controversy in its final week.
Others unsuccessful were first-time candidates Graham Ryan and Percy Eccles, as well as Adrian Jacobs who renominated after a four-year break.
There is concern within Moyne that a lage swathe of the shire's rural community will not have a resident representative after incumbent Bernie Harris, from The Sisters, missed out on retaining a seat at the table.
Ralph Leutton, from Port Fairy, and Anthony Keane, from Koroit, were elected.
They join mayor Jim Doukas of Mailors Flat, who scored an easy victory with 22 per cent of the first preference votes, as well as James Purcell and Mick Wolfe, of Port Fairy, Jill Parker, or Mortlake, and Colin Ryan, of Woolsthorpe.
Two new councillors have been elected in Corangamite, with Neil Trotter easily taking the south-west ward with 58 per cent of the vote from Simone Renyard. He will replace retiring Mayor Matt Makin.
The other new face is in the central ward with Wayne Oakes winning on preferences from unsuccessful candidates Rob Fleming and Chris Maguire.
Sitting councillors Ruth Gstrein and Chris O'Connor both scored well with voters, each winning more than 30 per cent of the primary vote in the central ward.
Peter Harkin is the new coastal ward councillor, taking over from Steve Cumming who retired, while Cr Geoff Smith will continue his long hold over north ward and Cr Jo Beard will remain as the south-central ward representative. There were no other nominations for these three seats.
In Southern Grampians Shire, mayor Bob Penny was snubbed by voters and will miss another four-year term.
Cr Albert Calvano, newcomers Peter Dark and Cathy Armstrong and Cr Paul Battista all won on first preference votes.
There was a tight race for the last three spots, with Dennis Dawson a new face winning fifth place, Cr Bruach Colliton sixth and Cr Katrina Rainsford the last spot available. Others to miss out included Leigh Maylor and James Parker.
At Glenelg, sitting councillors Geoff White and Gilbert Wilson were both easily returned, along with councillors Karen Stephens, John Northcott and Robert Halliday.
Newcomers are Anita Rank and Max Oberlander.
Ken Saunders, who renominated for his seat, missed out on a spot as did Jayson Killick, Malcolm Alexander and Mary-Anne Porter who were all vying for their first tilt at council.
