The ladder leader had all but snatched the game early on, but a late revival from Warrnambool meant it went down to the final shot.
They eventually emerged as 79-76 victors to remain undefeated from two games.
City Memorial skipper Kaye Maddern said she was disappointed to give away a six-shot advantage to their Timor Street rivals in a mistake which cut a 10-shot lead to one of four.
Barbara Bibby claimed the biggest victory of the City Memorial rinks, downing Helen Lock by eight shots.
Warrnambool’s Bev Hayes pulled one back for the Timor Street club, edging Dorothy Gleeson comfortably by nine shots.
“We dropped a six on the last end, and I didn’t reach it,” she said.
“It’s a lesson learned, we’ve got to be a bit better than that. But an overall win is all we want. As long as we win, we’re happy, but when you do something like we did on the last end you just curse yourself.
“Doing what we did, we could have quite easily lost it. But, that’s bowls.”
Maddern said the club was vying for yet another premiership after success last season.
“You have to go for it. We’re still very hungry to win. I love playing finals, and the pressure of it all. It’d be boring without that,” she said.
“You have one end that’s terrible, and that’s why you want to keep coming back. To improve on it.
“We have a good rivalry with Warrnambool (Gold), it’s always close. We get along with them too.”
In other results, Port Fairy Gold (63) fell to City Memorial Green (70) in another close tussle.
Sue Gavin’s rink scored the biggest victory, emerging 23-16 winners.
Terang Gold (101) notched a mammoth 57-shot triumph, thumping Mortlake Blue (44) to stamp their mark on the competition.
Koroit Orange flexed its muscle and proved it is a force to reckoned with, disposing of Timboon Maroon by 17 shots away from home.
