Moreland Council Mayor Samantha Ratnam's vote has more than doubled since the 2012 elections, with the high-profile candidate getting 5499 votes, a 55.37 per cent share. 

And Banyule might have its first Green councillor with Peter Castaldo leading in the Griffin Ward, but it will come down to how the other preferences flow.

In Port Phillip, three new Greens councillors are leading the early vote, while in Yarra, three Greens also look set to be re-elected. The Greens are also claiming the possibility of a fourth win in Yarra, but that result hinges on preferences.

Greater Dandenong councillor Matthew Kirwan is also leading, having strongly improved his vote from 13.75 per cent in 2012 to 3548 or 27.07 per cent.

Victorian Greens leader Greg Barber said he expected more Greens councillors to be elected.

"Our vote is surging, electing more councillors in the inner city," Mr Barber said.

"As the results come in next week from suburban and country councils, I expect us to elect new Greens there too."

Municipal Association of Victoria chief executive Rob Spence said he was not surprised by the Greens' success.

"They have lot of candidates," Mr Spence said.

"They have run a really professional, party political campaign."

He said voters in council elections had found it hard to differentiate candidates, but the Greens' managed to be visible with a high-profile advertising campaign.

Mr Spence said early results showed a strong vote for incumbents, which indicated people were happy with the performance of their councillors.

However, he said, voter turn-out seemed low with election fatigue thought to play a part.

A high number of candidates - more than 90 in just Wyndham - could also affect the outcome. He said it would be interesting to see if the long list would confuse voters and result in more informal votes.

Melbourne Lord Mayor Robert Doyle was on Saturday night poised to win an historic third term, with early vote counting in Town Hall elections showing him with a commanding lead.

Victorian Electoral Commission spokesman Mike Lagastes said progressive results were in for six councils where votes were cast at the booths.

However, final results won't be declared until Saturday, October 29, after 5pm. He said there were around 50,000 people who applied for postal votes across the six councils.

"Counting will recommence for the six councils holding attendance elections tomorrow, with updated results appearing on VEC website from tomorrow," Mr Lagastes said.

"We have to wait for five working days for all postal votes to be received by midday Friday October 28 next week."

Meanwhile, Dick Gross (above), the former mayor of Port Phillip who is making a comeback after two terms away, was feeling positive on Sunday after coming in second with 1632 (14.52 per cent) votes. But the Canal ward was also dominated by the Greens, with Tim Baxter leading by 28.59 per cent at 3212 votes.

Greens were also leading in the Lake Ward, with Katherine Copsy grabbing 3041 votes (27.89 per cent).  Serge Thomann, was second with 1866 votes (17.11 per cent).

Former MP and Banyule mayor Craig Langdon stomped home, winning 4403 votes, or more than 50 per cent of the share in his Olympia Ward.

Yarra's socialist councillor Stephen Jolly was leading with 2984 (31. 30 per cent) votes.

Six metropolitan councils held attendance elections with vote-counting under way on Saturday night.

They were Banyule, Greater Dandenong, Knox, Moreland, Port Phillip and Yarra city councils.

Seventy two councils held postal elections, including uncontested elections for Towong and Mansfield shire councils.
