Warrnambool police Sergeant Callum McKinnon said the Camperdown unit spotted the car, which had run out of petrol, on the Princes Highway about midnight.
He said police arrested the 29-year-old male driver from Framlingham for outstanding warrants and a vehicle search revealed a range of weapons.
“In the car, police found a .22 rifle and a gun safe with various knives and handmade weapons,” Sergeant McKinnon said.
The man was remanded in custody and will appear in court on Monday.
Sergeant McKinnon said police also spoke to the 17-year-old female passenger about other matters.
