As a bitter fallout continued following claims Ms Garrett had been leaking to the media, Treasurer Tim Pallas said she should consider her position.

"If she's not contributing to the cause that she was elected to, she should think about it," Mr Pallas said in response to questions about whether the embattled MP should quit.

And while opinion is divided over Ms Garrett's long-term political future, there is near universal concern the government's achievements are being overshadowed by the dispute.

Mr Pallas' comments followed an emotional caucus meeting on Tuesday in which Ms Garrett was accused of leaking to deliberately undermine the government.

Up to 40 out of 61 caucus members spoke about the need for Labor to unify and for the damaging leaks to stop. Ms Garrett was named as a leaker by at least one MP, with major support for the Premier expressed at the meeting.

Some now say Tuesday's caucus intervention has pushed the dispute past a peaceful resolution.

Senator Kim Carr, a prominent Victorian Left-faction figure, said the state government had been performing "very well" across a range of policy areas, but warned it needed to resolve the internal dispute quickly.

"I trust they can put the recent distractions behind them as a matter of urgency," Mr Carr said.

Senator Carr said Prime Minister Malcolm Turnbull had been attempting to "crudely exploit"  the CFA issue for his own political advantage, including introducing a law to Federal Parliament on Wednesday banning industrial agreements that restrict the role of volunteers.

"The bill has implications for emergency services across Australia, not just confined to Victoria," he said.

Many in government share Senator Carr's view that the internal dispute must be resolved.

"We don't want to become like Rudd-Gillard-Rudd. We want to stay in government; this has to stop," one senior source said.

Another said: "What she has done is appalling – a campaign of destruction against who is doing extremely well."'

There is a diversity of views across Labor about Ms Garrett's future. Some say she has burnt the Andrews government too much and has "absolutely zero" political future, while others say she still has support within caucus and the broader party, and that she will be needed in the future, especially if the CFA dispute goes badly in court.

Ms Garrett has no intention of resigning and said on Wednesday she would "absolutely" be contesting her marginal Brunswick seat at the 2018 poll.

"I love my job," she said. "It has been a bit rocky lately, but I love my job, I love representing the community and I have no plans to go anywhere."

On Tuesday, the Brunswick MP issued a statement saying she was taking bullying allegations against UFU secretary Peter Marshall to authorities. On Wednesday, she said she was still working out which body she would take the accusations to, but did not rule out taking the case to the police or WorkSafe.

Premier Daniel Andrews said he did not know where Ms Garrett would lodge her complaint. He said there was a multitude of avenues, but did not elaborate.

"If a complaint is made, then that complainant – Jane Garrett in this case – is entitled to a fair and proper process, and me trampling all over it is probably not a really good way to deliver a good process and therefore a good outcome," Mr Andrews said.

He said Ms Garrett's political future was a matter for voters in Brunswick.

"I'm absolutely certain that Jane and all of us are committed to making sure that we deliver for the people of Brunswick."
