Hamilton police Sergeant Paul Stanhope said officers searched a car in Kenna Avenue overnight Friday.
The 31-year-old man was in the rear of the car surrounded by drug paraphernalia.
He was arrested, interviewed, charged and remanded in custody to appear in the Warrnambool Magistrate Court on Monday for a bail/remand hearing.
Two women were also arrested but later released.
