Farmer Power vice-president Alex Robertson said “after much hype” there had been only one successful applicant to the $550 million concessional loan scheme.
“The criteria for securing these loans appears to guarantee... those in need miss out,” he said.
Member for Wannon Dan Tehan said the process needed to be “expedited” to get loans “on the ground”.
He said the situation was frustrating and appealed to the state government to work with the Commonwealth.
“Whatever is holding them up in their system, they need to let us know so we can work through it with them,” Mr Tehan said.
Victorian Agriculture Minister Jaala Pulford said Rural Finance had approved six of 62 loan applications.
“The Commonwealth is directly responsible for the program policy, guidelines and criteria which has a direct impact on processing times,” she said.
