Two men have been charged and a "volatile substance" seized following an explosives scare at a police station in Victoria's north west.

Police were flagged down by members of the public about 11.15pm Saturday, and directed to an abandoned car alongside the Murray Valley Highway at Lake Bogathat appeared to have been involved in a car accident.
Police were searching the car when they found a potentially explosive device and some white powder. The bomb response unit was called to remove it.
Meanwhile police seized the white substance and took it to Swan Hill police station. It was found to be an "unknown volatile substance" and the station was evacuated about 6.15am on Sunday as a precaution.
The Swan Hill station was reopened about 2.30pm on Sunday. Police would not comment on how many officers were evacuated or where they were transferred.
A Swan Hill man, 21, and a Mystic Park man, 28, were arrested and charged with possessing an explosive.
The pair have been bailed to appear at Swan Hill Magistrates' Court on November 22.
