Victoria Police spokesman Senior Constable Alistair Parsons said police tried to pull over a silver Audi A4, after the car was seen driving with false registration plates on High Street.
Senior Constable Parsons said the car had turned right onto Separation Street just after 1pm and was stopped in built-up traffic when a male senior constable approached the driver.
The Audi driver attempted to perform a u-turn and hit the back of a blue Subaru.
The senior constable used capsicum spray to stop the driver, who then reversed the Audi into a police vehicle before fleeing east on Separation Street.
The police officer was standing outside the car when he was swiped by the runaway vehicle, sustaining a minor cut to his arm.
The occupant of the Subaru, a female in her late 60s, was not injured.
Police are looking for the Audi driver, anyone with information can contact Crime Stoppers on 1800 333 000.
