More than 21 millimetres of rain fell at the Warrnambool racecourse on Monday night, taking the rainfall for the past seven days to 62mm.
Warrnambool Racing Club track manager Daniel Lumsden said there was no option but to run at Casterton.
"We've had a lot of rain out here," Lumsden said.
"Casterton has jumps up there, so with three jumps races on the card it was obvious we would go up there.
“We also had to be mindful that we've got a meeting made up of flat races here on August 4."
The meeting was originally set down for Ballarat but was shifted to Warrnambool to help the former prepare for the inaugural two-day Ballarat Jumps Festival, which is on August 21-22.
Warrnambool was forced to transfer its June 26 meeting to Coleraine following heavy rain.
