Harried drivers are speeding through the CBD, with the Flinders Street and William Street intersection recording the second highest number of fines issued, new state government data reveals.

A total of 14,162 fines were issued in the 40 km/h zone for the third quarter of 2015-2016.
But the most fines were issued on the intersection of Warrigal Road and Batesford Road, Chadstone. The January - March quarter recorded a total of 14,355 infringements, down from 16,354 in the October to December 2015 period.
Overall, there was a 2.5 per cent decrease - from 373,948 to 364,569 - for the total number of fines issued for speeding and red light offences in Victoria year-on-year.
There has also been a nine per cent drop in the total fines issued for the top 50 cameras in the state, from 173,373 in the January to March 2014-15 quarter to 157,077 in the same time in 2015-16.
Victoria Police Minister Lisa Neville told 3AW the reduction in the number of fines issued was due to a combination of the drivers slowing down, as well as some prior knowledge of the location of the cameras.
"It's probably a mix of both,"Ms Neville said.
"But we're seeing a year-on-year decrease and that's a positive sign."
However, the numbers of those who were issued a fine for speeding more than 20 km/h in a 110 km/h zone shot up 30 per cent to 171 in the first three months of 2016, compared to the corresponding period in 2015.
