Temperatures on Monday in the metropolitan area failed to reach the forecast of 12 degrees, instead topping a chilly 10.4 degrees about 3pm.

"The drizzle has been fairly persistent and that has kept the temperature very low, along with the cloud cover," Bureau of Meteorology senior forecaster Michael Efron.

"It's not over yet, but it's on track to be one of the colder June days in a while."

The conditions were even frostier across greater Melbourne, with Mount Dandenong reaching just 6 degrees, Coldstream topping 9 and Scoresby recording 9.7.

Monday's chilly conditions were not surprising after the frigid weekend, Mr Efron said.

He said Sunday's 3.3 degree morning low was colder than the inside of an average fridge.

Mildura - a town renowned for being one of the hottest in Victoria - had its coldest day since 1989 on Sunday, with a maximum of 9.1 degrees.

The state is now well and truly in what Mr Efron described as the "heart of winter".

The forecast is for drier conditions in the days ahead, with strong winds and a light chance of showers.

A maximum of 15 degrees is forecast for Tuesday, while a top of 14 degrees is expected on Wednesday.

Yet there will be a higher chance of showers come Thursday and Friday.

Victorian ski resorts have reported small snowfalls in recent days, but the bureau is predicting more significant falls on Thursday and Friday.

"It looks like over the next couple of days there won't be huge quantities of snow, but certainly good conditions for snow making," Mr Efron said.

"But we do have another cold front expected on Thursday, so we could see snow down to 1200 or 1300 metres at least.

"Thursday is looking like the next cold outbreak."
