Shannon Billings, 39, pleaded guilty in the Warrnambool Magistrates Court to driving offences.
Police said that at 5.27pm on February 14 Billings rode a quad bike onto Moonah Street.
Five minutes later he drove a white Holden ute onto the road, accelerated, tyres lost traction and police were called.
Billings only had a permit to drive to get a roadworthy or to go to VicRoads.
Early on August 16 last year Billings was intercepted driving a Holden Commodore sedan in Garden Street.
He said he was on the way home from work.
Police found Billings' licence was suspended.
His licence had been suspended for four months from June 17 due to demerit points.
Billings denied knowledge of the suspension, saying he thought he was on a one point bond.
He told the magistrate a friend had used his car and got camera offences and he was in the process of getting his demerit points reinstated.
Billings said he was a single father and needed his licence to support his child and attend work.
Magistrate Peter Mellas adjourned sentencing until June 27 when the magistrate will also decide if he impound the accused's vehicle for three months.
