Warrnambool police Sergeant James Van Engelen said the teenager and three female co-accused went to the Coles supermarket in Gateway Plaza on Sunday afternoon.
There they selected hair, beauty products and whipped cream, putting the items in a sports bag just before 4pm.
A manager became suspicious and asked staff to check the bags of the group when they left the supermarket.
When requested to present their bags the members of the group walked off quickly.
They were identified and police arrested the young man later at his home.
He was remanded overnight by a bail justice and will appear in the Warrnambool Magistrates Court on Monday for a bail/remand hearing.
Security camera footage has been made available to police.
