The last sighting of Mr Foggin was at a mechanics workshop on Millbank Street in Bacchus Marsh at around 10.30am on Thursday, September 24, 2015.

The 47-year-old has not used his phone or accessed his bank accounts since.

His daughter Cassie Davies, who lives in Queensland, said she became extremely concerned about her father after a few days passed and she had not heard from him.

"Day three was a big trigger," she said. "(On day seven) I was really worried. That's when I was pretty sure something serious was up."

Ms Davies talked to her father on the morning that he went missing, and they had talked about him moving to Queensland, where Ms Davies lives with her two children.

"He was hoping to leave that day or the next," she said.

"Dad was looking forward to a new chapter.

"If anybody knows anything I would hope they would come forward."

Police have released CCTV footage of Mr Foggin visiting a supermarket and hardware store on the day he disappeared.

He was last seen wearing grey or black Hurley tracksuit pants, a black "Jim Beam – Blokes Dilemma" t-shirt and a light grey hooded jacket with the word Extreme written diagonally across it.

Investigators do not believe he was wearing any shoes.

Inspector Stephen Dennis, who heads up Victoria's missing person squad, said Mr Foggin knew people in Bacchus Marsh "and had some dealings in Bacchus Marsh that we're aware of".

"We are certainly concerned for Mr Foggin's welfare, because it's out of character. He would normally stay in touch with his family in Queensland and that's something he hasn't done since the 24th of September last year," he said.

Mr Foggin is described as Caucasian, 170 centimetres tall, medium build with short dark hair, a grey beard and hazel eyes.
