The plan, which will go before councillors on Monday night for approval, will abolish fees in the Parkers Car Park and the Ozone Car Park during the works.
Spaces in the Coles Youngers Car Park will be turned into free 15 minute bays.
Under the strategy, 144 parks in the Parkers Car Park will be free from November 1, 2016 through to December 31, 2017.
In the Ozone Car park, 249 spaces would be fee-free from November 1, 2017 through to December 31, 2018.
If adopted, the proposal is expected to cost more than $490,000.
Renewal works are scheduled to begin in Liebig Street, between Raglan Parade and Koroit Street in February next year and be complete by October.
Work will then start on the second stage of the project, on one block of Liebig Street (Between Koroit and Timor streets) and a block of Koroit Street (Between Liebig and Kepler Streets) in February 2018.
A report that will be presented to councillors on Monday night says the free parking strategy takes into consideration issues identified in the city centre parking strategy, free parking trials, survey results and existing parking data.
“The free parking proposal forms part of the support package for businesses that may be affected by the construction works,” the report says.
Councillors have been recommended to adopt the strategy and provide a copy to all business owners and operators impacted.
Cr Peter Sycopoulis will move a notice of motion, calling for a report that outlines separate rating schemes implemented "several years ago” in the Ozone, Parkers and Cramond and Dickson car parks, and the undertakings that were provided to property owners – in terms of providing free parking.
The meeting begins at 5.45pm at the civic centre.
