Joshua Hartrick, 36, of Hampden Street, did not apply for bail in the Warrnambool Magistrates Court and was remanded in custody until February 11.
Police told a bail justice that on Tuesday morning a police sergeant was leaving the Warrnambool police station car park when he heard the screeching of tyres in Fairy Street.
He saw a green Holden utility travelling at a fast speed towards the intersection of Fairy Street and Raglan Parade.
The officer turned on his flashing lights, the accused accelerated and then overtook other vehicles dangerously while going through a red traffic light before heading east along Raglan Parade.
The utility had a distinctive registration plate - GARILA.
A number of calls were made by members of the public to police describing Mr Hartrick doing three separate skids in Koroit.
The accused also failed to stop at four red traffic lights, at Kepler, Banyan and Liebig streets and Gateway Road.
Witnesses estimated his speed at more than 100 km/h along Raglan Parade, over 160km/h along the Princes Highway and at more than 100km/h in Terang.
Police arrested Mr Hartrick at his home and his vehicle was impounded.
It's the second time he's had his vehicle impounded for speeding and his driving will be claimed to have put all other road users and pedestrians at risk.
When interviewed Mr Hartrick admitted the offending and said he had no intention of stopping for police.
He said he just wanted to get home.
