On one occasion, the man exposed himself and started masturbating in front of a woman on the Warburton Trail, a walking and biking path in Wandin North.
The incident occurred about 8.40am on January 23.
He is described as being between 25 and 30 years old, with dark blond hair and a thin build.
He was wearing a light-coloured baseball cap, grey tracksuit pants and a grey jacket.
On the other occasion, a man exposed himself to a woman who was walking along Victoria Road in Wandin North.
The man was standing outside a residential property as the woman walked past about 11.50am on Monday, January 4.
He is described as being in his early 20s, with brown or dark blond hair and a medium build.
He was wearing a dark-coloured baseball cap, a T-shirt and board shorts.
Investigators have released computer-generated images of two men, based on two different witness accounts.
However, police suspect the same man could be responsible for both incidents.
"Police are investigating whether the two incidents are linked," a police spokeswoman said.
