Detective Senior Constable Jarrod Anderson, of the Portland police Crime Investigation Unit, said the woman was in the car park at 4.40pm when she was struck and her purse was stolen.
He said two youths, one on a skateboard and the other on a scooter, approached the woman from behind.
Her purse contained cash, cards and personal papers.
"We're appealing for anyone who saw anything suspicious in the Target car park at that time to contact Crime Stoppers on 1800 333 000 or the Portland police station," Detective Senior Constable Anderson said.
Portland police have also charged a 16-year-old youth with three counts of car theft after a raid at a south Portland address last week.
Another south Portland resident has reported his home was broken into overnight last Thursday while he was asleep. A computer and other electronic items worth $2000 were stolen.
In court, a Koroit ice addict who only lasted two days in an Aboriginal residential rehabilitation facility after being caught with cash and ice valued at more than $30,000 has been remanded in custody.
Ethan Geebung, 24, previously of Commercial Rad, was arrested in Koroit on Sunday by Warrnambool police detectives and Koroit uniform officers after almost five months on the run.
He was due to appear in court during September last year but walked out of the rehabilitation centre and is understood to have been living in South Australia.
Geebung appeared in the Warrnambool Magistrates Court on Monday for a remand hearing and did not apply for bail.
New charges include possessing cannabis, breaching his bail and failing to appear in court.
Magistrate Peter Mellas said if Geebung wanted the matters to continue to be heard in the Koori division of the magistrates court the charges would have to be adjourned until April.
Geebung indicated he wanted his sentencing completed and the new charges all heard in the Koori court.
He indicated he would plead guilty to the new offences.
The magistrate adjourned Geebung's matters until April.
An arrest warrant was previously issued for Geebung's arrest after he left the rehab centre.
