Warrnambool City Council has called for expressions of interest for companies to complete detailed designs for stage one in Liebig Street, between Koroit and and Lava Streets.
The federal government committed $5 million to the project in December, while the council will contribute $4 over the next four years. An application for state government funding is still under consideration.
Works are expected to begin in 2017.
