Balmer arrives at the Bombers following a two-year stint at Hampden league club Port Fairy.
He was involved with Warrnambool and District competition’s board for a decade before standing down as president after the 2013 season.
Geoff Densley will work alongside Balmer as Bombers president.
East Warrnambool is still searching for senior football and netball coaches – two months out from the 2016 season.
But the Reid Oval-based club is feeling bouyant after landing Balmer and Densley.
East Warrnambool vice-president Lynne Watts said Balmer’s appointment gave the club stability.
“His experience and knowledge is going to be fantastic,” she said.
“He’s only been involved (at East previously) through the district league and finals when we’ve had the tender and have catered and we’ve liaised with him with that.”
Watts said the the two additions would help the Bombers in their coach search.
His experience and knowledge is going to be fantastic.
