A public End of Life Care consultation session will be held at City Memorial Bowls Club’s Carmichael Room from 1.30pm to 4.30pm on Thursday.
Public feedback from the Warrnambool session, and others held across the state, will help guide the development of the new framework.
A discussion paper has been released on the issue and looks at euthanasia, support for families and carers, and help to die well.
Minister for Health Jill Hennessy said many people with terminal illness died in hospital, when figures indicate most would prefer to die at home.
“We know that more and more Victorians want to be cared for in the embrace of family and friends in their own home at the end of their lives,” she said.
