The incident happened at 3.50pm on the intersection of the Henty Highway and New Street.
Portland Police Sergeant Gavin Slade said the truck was travelling to the port when it rolled over.
VicRoads put a diversion in place and the wood chips were cleared after two hours.
The road was then re-opened.
Sergeant Slade said there was no injury to the driver of the truck.
