Anglican Bishop of Ballarat Gerry Weatherill was on hand on Sunday to bless the work, which took five months to complete.
The project was the first major work on the tower in 100 years and involved a cleansing liquid being applied to rid the limestone of decades of saline build-up.
Mortar joints were repointed and limestone repaired where small portions had crumbled away.
The internal section of the tower was recoated with render to help protect the bell mechanism from further deterioration.
Parish priest Scott Lowrey thanked contractor Ian Bolden and everyone involved.
