The former Geelong and West Coast forward stepped down as Bulldogs mentor on Wednesday morning after one year at the helm of the Warrnambool and District league club, citing work and family commitments.
Haynes, 34, said he was unsure if he would play on in 2016.
“I am flat out with work and my wife (Sally) is expecting a child in early May,” he said.
“With those commitments I can’t give 120 per cent that I’d like to.
Haynes led Panmure to an eighth place finish in 2015.
He joined the Bulldogs after a year away from the game, having previously coached Hampden league club North Warrnambool Eagles to three straight finals series.
Haynes said Panmure had an exciting young list.
“They showed a lot of promise,” he said.
“It is a good club with a good nucleus of people.”
New Panmure president Matt Smith said the Bulldogs were actively seeking a replacement.
“David approached the football club citing increased workload and family as reasons to stand down,” he said.
“The Panmure football club regretfully accepted his decision.”
Smith said the Bulldogs hoped Haynes would remain involved with the club in some capacity in 2016.
