The 2014 Warrnambool Senior of The Year was presented with the award at Government House on Thursday.
Mr Cumming is well known for his service at the Warrnambool RSL, where he is known as the Raffle Man and is a life member.
Since retiring from his work as an internal auditor at Nestlé Dennington factory, the Vietnam veteran volunteers most of his time with Legacy and the Salvation Army.
Minister for Housing, Disability and Ageing Martin Foley said he was delighted to congratulate the winners.
“When seniors volunteer, it is a win-win activity,” he said.
“Not only does it benefit the community, but it helps older people to keep active, build social connections and improve their health and well-being after retirement.”
