The 25-year-old, driving a Subaru WRX, was detected travelling at 160km/h in an 80km/h zone on the Dandenong Bypass in Keysborough on Friday night.
Officers from Cardinia Highway Patrol charged the man with speeding-related offences.
His car will be impounded for 30 days at a cost of $972.
On Saturday, the same officers saw another man doing a burnout on the Princes Highway at Noble Park.
They impounded the 23-year-old's Holden HSV and charged him with driving-related offences.
