Carter is carrying a calf complaint which forced her to miss the final two rounds of the home and away season.
Eagles coach Jody Roth said the two-time league best and fairest winner was a massive out.
“She could be off for another two weeks yet,” she said.
“We haven’t had her the last two weeks and she’s a pivotal player in the team and she is our captain.”
Roth said Carter would give Bussell, who is still only 16, advice on game day.
“It’s big shoes to fill but Kira is keen,” she said.
The Eagles play Camperdown at Gardens Oval on Saturday. The two sides have split their matches this season, with the Magpies producing a confidence-boosting win in round 17.
