The council made its submission to Planning Minister Richard Wynne this week after a meeting at Grassmere.
The 23-page document includes feedback on visual impacts, traffic management and Aboriginal cultural heritage management at the Dundonnell site. It requests that a representative be heard at a panel hearing convened to consider the proposal.
Councillor Jim Doukas unsuccessfully put forward an amendment to include the set-back distance for peregrine falcons.
The council received 41 submissions from the community.
