The Camperdown Cycling Club member finished the under 19 boys 105-kilometre road race on Sunday in two hours, 59 minutes and 11 seconds.
He was 4.34 back from the victor, Wangaratta’s Thomas McDonald, who won by more than two minutes. Bell was one of five south-west riders who ventured to the north-east for the titles.
