Warrnambool Racing Club put its hand up to stage the races at its meeting this Saturday, after the Ballarat meeting on Sunday was abandoned.
But Racing Victoria decided the races would remain at Ballarat. WRC chairman Des Roberts said it was fair the two races were run at Ballarat.
"We've got no complaints with Racing Victoria's decision," he said.
"We just put our hands up as another option if they could not run at Ballarat.
“The issue has shown us it's now a top priority for the Warrnambool Racing Club to have major drainage works done in the Brierly paddock."
Meanwhile, Racing Victoria stewards have decided to run the steeplechase programmed for Warrnambool this Saturday on the course proper, and not in the paddocks.
The decision comes after 30 millimetres of rain fell on the course since last Friday.
