Police Minister Wade Noonan originally planned to table changes to the legislation early next year, but told Fairfax Media he may introduce those amendments sooner.

"We'll look at opportunities to bring that forward as best we can," he said.

It comes after two police officers were shot at in Moonee Ponds when they intercepted a car they thought was connected to two attacks on slain gangland figure Carl Williams' family.

One of the policeman, the driver, narrowly escaped with his life by instinctively turning away, with the shot hitting the back of his head. The 31-year-old first constable from Flemington underwent surgery and was released from hospital on Wednesday.

"He is up and about and in good spirits," a police spokesman said in a statement.

The shooting prompted Police Association secretary Ron Iddles to call for an immediate overhaul of gun trafficking laws on Wednesday.

At the moment, police have to prove a person has sold 10 unregistered guns over seven days or be in possession of 10 unregistered firearms to charge them with trafficking.

"It's ridiculous," Senior Sergeant Iddles said.

"A person who doesn't hold a licence must not dispose or acquire of more than 10 firearms in a seven-day period. Well, then if I only distribute eight in seven days, I haven't committed an offence. It just doesn't make sense."

A fortnight ago, Mr Noonan announced he would introduce changes to the legislation early next year, but said after the shooting he would push for change earlier.

Mr Noonan said also wants to introduce new offences for the unauthorised manufacture of firearms and to "provide clarity" for police when they find guns in cars.

"There is a problem that police have at the moment in terms of having their investigation hampered by trying to tie that firearm to the person behind the wheel because they're pleading ignorance," he said.

Senior Sergeant Iddles has also called for a review of the sentences people convicted of possession illicit guns are receiving.

Under the Firearms Act, a person found with an unregistered handgun faces a maximum of seven years' imprisonment for a first offence and 10 years for a second offence.

The maximum penalty for possession of an unregistered firearm, such as a long-arm, is two years.

"The penalties are there, but very rarely are you going to prison for a first-time offence," Senior Sergeant Iddles said.

Fairfax Media published figures two weeks ago after a spate of shootings in Melbourne's north western suburbs that showed less than a dozen people have been charged with gun trafficking in the past five years.

The Crime Statistics Agency figures showed that despite a doubling of firearm offences statewide, only two people were charged with selling or acquiring a trafficable quantity of guns and only eight were charged with possessing a trafficable quantity.
