Detective Senior Constable Marty Neagle, of the Warrnambool police sex offences and child abuse investigation team, said the girl was walking west along the promenade at 12.45pm when the incident occurred.
The girl said she was grabbed by a man aged about 40 years old wearing a hoodie and dragged about a metre towards his car, while being urged to go with the man.
Two surfers aged between 17 and 20 years old then intervened in the attempted abduction.
The girl then continued walking to The Pavillion, where she met up with friends before later contacting her mother who rang police.
Senior Constable Neagle said police wanted to get in contact with the two surfers witnesses.
Anyone with information is requested to contact Crime Stoppers on 1800 333 000 or the Warrnambool police station.
